DESCRIPTION
Strategic Funding Plans (“SFPs”) identify District-wide funding needs, funding sources, and implementation requirements to ensure that school improvements are funded and available when needed.
OBJECTIVE
Combine local funding resources to effectively leverage State funding under Proposition 1A. Minimize funding burden on local taxpayers.
COMPONENTS
SFPs typically include the following components:
- Description of needed facilities improvements
- Preliminary phasing and budgets
- Evaluation of potential cost savings from alternative program delivery and project construction methods
- Evaluation of State funding for modernization and growth
- Evaluation of local revenue sources that require only majority board action, including developer fees, asset management, redevelopment, energy savings and other operating efficiencies, enterprise operations and business sponsorships, set-asides for deferred maintenance, etc.
- Evaluation of local funding sources that require voter approval, including general obligation bonds, school facilities improvement districts, Mello-Roos community facilities districts, parcel taxes, etc.
- Proforma/cash flow analysis
- Implementation requirements, procedures, and timelines
- District action items
RESULTS
SFPs provide a program to fully fund District facilities needs for growth, modernization, support facilities, and deferred maintenance, while minimizing voter tax burdens. This includes balancing costs and resources, utilizing resources efficiently, setting long term priorities, and accounting for lifecycle costs of facilities ownership and operation.
